Most people behaving bad just don't realize how painful they make life to others. Either because they are stupid, sick, or somehow blinded. Or just not human, as the beast of Gévaudan.
A few, do realize the consequences of their acts, but have built a series of explanations for them. Looking for a better society, purity, glory... the ones in this category are hard to make accountable of their acts. With enough power of conviction, those individuals may reach the top of many organizations, to be named Great and Beloved Leaders by their fellow citizens. I mean, democracy has never been a problem for them to be appointed for the job...
